Ted Arthur Haggard was born in Indiana. His dad, J. M. Haggard, was a veterinarian in Yorktown, Indiana, and started a worldwide charismatic ministry. This ministry was featured in a PBS Middletown documentary series. When Haggard was seven, he said he was molested.
In 1972, at 16, Haggard became a born-again Christian after hearing a sermon from evangelist Bill Bright in Dallas, Texas. He also got to know the Christian ideas of C. S. Lewis. In 1974, as a co-editor of his high-school newspaper, Haggard wrote articles about services to prevent and handle pregnancies and STDs. These articles caused a scandal in his small town and led to a lawsuit about free press.
After his first year in college, Haggard felt a call from God while he was in his kitchen at home. He was a telecommunications major with a minor in journalism, but after this experience, he thought he was meant to be a pastor. Haggard went to Oral Roberts University, a Christian university in Tulsa, Oklahoma, and graduated in 1978. He was a minister in the Southern Baptist Convention for a few months.
In 2010, Haggard and his wife, Gayle, started Saint James Church in Colorado Springs. As of 2022, Haggard is still the founding pastor at Saint James Church.

In 1993, during a trip to Israel, Haggard felt the Holy Spirit speak to him on the Mount of Olives. He says that since then, he has felt blessed by apostolic power, and any problems he faces are with himself, not with the enemy, circumstances, or people, according to his book “The Life-Giving Church.”
Under Haggard’s leadership, New Life Church created the Association of Life-Giving Churches, recognized as a denomination by the U.S. National Association of Evangelicals. In 2006, Harper’s Magazine reported that it included about 300 congregations.
